A car with 80,000 highway miles may therefore be in better condition than the same car with 50,000 city miles on the odometer. * Look at the tires. Uneven wear usually means worn suspension parts that could be expensive to replace.

* Turn everything on and off to see if it works. This includes the lights, turn signals, wipers, heater, defroster, air conditioner, power windows (front and rear), power seats, radio, power door locks, etc. Anything that doesn't work should help you negotiate a lower price

Chirping or Squealing Sound From a Wheel While Driving

A cyclic chirping or squealing noise coming from the vicinity of a wheel often indicates a wheel bearing or axle bearing that is failing. Usually the noise will change with the speed of the vehicle, and it may come and go at various speeds. This noise should not be ignored because if the bearing fails, it may cause the wheel to lockup or come loose from your car!

Don't confuse wheel bearing noise with scraping, groaning or creaking noises that may be coming from the brakes. During damp weather, moisture causes the brake pads to swell slightly. This may cause the pads to drag slightly, creating annoying groaning or creaking noises until the pads heat up and dry out.

A clicking noise from a front wheel that is only heard while turning usually indicates a bad outer constant velocity joint that is failing.

Metallic Scraping or Grinding Noise When Braking

Brakes sometimes make groaning or creaking noises when the pads are damp, and some types of brake pads (particularly semi-metallic pads) may squeal or squeak when they are cold. But as a rule, the brakes should be relatively quiet when they are applied. If you hear metallic scraping or grinding noises when braking, it probably means your brake pads are worn out and your vehicle needs a brake job now. Don't delay because worn brakes may not be able to stop you vehicle in a safe distance. In fact, if the brakes are that badly worn, there is a risk the friction material that's left on the pads may separate from the backing plate, possibly causing the brakes to fail. Metal-to-metal contact is also very damaging to the rotors

Hissing Sound from Engine Compartment While Driving or After Driving

If you hear a hissing sound from the engine compartment while driving or after turning the engine off, it may mean your engine is overheating and/or leaking coolant from the cooling system. Check the temperature gauge or temperature warning light to see if it indicates a overheating condition. Do not continue driving (especially if you see steam) as severe overheating can damage your engine.

Stop your vehicle and carefully open the hood. Look for any evidence of coolant leaking from the engine, radiator, radiator or heater hoses. If you see steam or smell a sweet odor, it is antifreeze leaking from the cooling system. Do NOT open the radiator or coolant reservoir cap until the engine has cooled down, and do not add coolant until the engine has cooled.

Note: Adding coolant to a leaking cooling system won't accomplish much because the coolant will leak back out. Adding a can of cooling system sealer such as Bars Leak or a similar product may slow or stop a small leak, but a large leak, leaking water pump or hose will continue to leak even with sealer in the system. The leaky part needs to be replaced.

Clicking or Tapping Noise from Engine

Engines can produce a lot of noises, but a metallic tapping or clicking sound means your engine may be low on oil, or is not developing normal oil pressure. The clicking noise is coming from the valve train. If oil pressure is low because of a low oil level in the crankcase or a problem with the oil pump, the hydraulic lifters that open and close the valves may collapse creating an increase in valve lash. This is the noise you hear, and it will be coming from the vicinity of the valve covers on top of the engine.

Stop the engine, let it sit a few minutes (so the oil can run back down into the crankcase), then check the oil level on the dipstick. If low, add oil as needed to bring the level back up to the full mark. Do not overfill the crankcase with oil. Also, check the engine for oil leaks. Old valve cover and pan gaskets, or leaky crankshaft end seals can allow oil to leak out of the engine.

If the noise does not go away, and/or the oil pressure gauge or warning light indicates low oil pressure, it's not a good idea to keep driving your vehicle. Loss of oil pressure can cause extensive and expensive engine damage.

Other engine sounds can also mean bad news. A deep metallic rapping noise can be caused by worn connecting rod bearings, and may indicate your engine has reached the end of the road (or will soon!).

If you hear a metallic knocking or clattering noise that only occurs while accelerating or when driving up a steep hill or pulling a load, your engine is likely experiencing detonation, a potentially damaging form of erratic combustion. Detonation can be caused by a buildup of carbon in the combustion chambers, low octane fuel, engine overheating, an EGR system that is not working, over advanced ignition timing, or a defective knock sensor.

Exhaust Roar While Driving

If your exhaust system has a leak, you will hear exhaust noise coming from under your vehicle that is loudest when accelerating. The noise by itself won't hurt anything, but it does mean your exhaust system needs repairs (probably a new muffler or pipes). The dangerous part is if the leaking exhaust gases, which contain carbon monoxide, get inside the passenger compartment. Carbon monoxide (CO) is a silent killer. It takes only a small amount of carbon monoxide inside the passenger compartment to affect your alertness, ability to concentrate and react to changing driving conditions. As little as 0.08 percent carbon monoxide (that's only 800 parts per million) can cause dizziness, headaches, nausea, and bring on stupor in two hours. A one percent concentration of carbon monoxide can kill a person in less than three minutes!

You should have your exhaust system inspected and repaired as soon as possible, especially during cold weather when the windows are rolled up and the heater may be recirculating the air inside the passenger compartment. Exhaust components that typically leak include the exhaust manifold gaskets, cracks in the exhaust manifold, exhaust pipe connections, pipes that rust through, and mufflers that rust out.

This trend can benefit both the tenants, who receive an opportunity to get a nice place to live for a reasonable monthly payment, and homeowners, who get to make money with their property. However, conflicts between tenants and landlords are nearly inevitable, and today most landlords battle with how to deal with a problem prone tenant.

STUDY THE LAW
The relationship between the tenant and the landlord is regulated by numerous laws and policies, and the policies can differ from one area to another. Whenever you’re getting ready to deal with a problem tenant, first study your rights and responsibilities . Find out what you can do in each particular situation, whether you can evict the tenant before the rent contract is over, and whether a fine can be imposed on you as a landlord for terminating the contract. Some tenants believe that they are free to do anything as long as they are inside their rental apartment, but in reality loud or disruptive behavior can be annoying for the neighbors, which is why you may get complaints. In order to avoid this situation, include behavior rules into the lease agreement, so that you could have a leg to stand on when it comes to negotiating with the tenants. If there are multiple complaints or multiple instances of disruptive behavior from your tenants, make sure to document every instance, including date and time, details, and your steps in solving the issue.

LATE RENTS
If you’re a landlord, rent is likely your primary source of income, and when a particular tenant fails to pay the rent on time month after month, it can seriously affect your financial wellbeing. Before renting out your apartment, be sure to outline your rent payment policies in the agreement. Don’t forget to specify what is considered to be late rent in your opinion – while you can ignore rent that is three days late, the tenant’s failure to pay the rent for several weeks is a completely different story.

1) Accidental cars:

Car dealers would always tell you their cars are clean without a scratch or blemish. But when you prove to them the car has been sprayed, they will now change their tone and say they only sprayed the bumpers due to a scratch at Lagos port. Note: This is usually a big fat lie. That car is most likely accidental. It is not news that most cars which are imported into Nigeria are bought from auctions that sell a large number of damaged vehicles. This may not be a problem as some damage are minor and inconsequential. However, some dealers prefer to buy the badly damaged cars which would be sold very cheaply as scrap. And such vehicles would be repaired and sold to unsuspecting Nigerians. I once asked a car dealer in Lagos to show me the pictures of the accident the car I was inspecting had. What I requested was the original pictures from the auction yard before any repair was done. But he went ahead to show pictures he took after he had done some repairs. I almost fell for it but quickly realized they had done some repairs and even put in new radiator and condenser. These guys could be desperate to any extent. so you have to be careful in order not to buy a car that the airbags have been removed due to accident or a car that the suspensions have been patched up to only take you out of their sales lot.



2) Rolled back mileage:

Just a week ago, I did a vehicle history check for someone, the vehicle history report showed the car had trekked 403,000 kilometers before it left Canada last year. But the dashboard odometer in Lagos a week ago was showing 80,000 kilometers. What happened? They had rolled back the mileage. Come to think of it, imagine rolling your age back to 15 after clocking 80 years old. That would be splendid.

Another guy kept complaining his car had multiple issues. We later realized the actual mileage on the car was about 500,000 kilometers.


3) Flooded cars:

Did you just buy a car that has a mind of its own? You try to reduce the volume of the radio but the sound goes up instead. You try to turn off the radio but the AC goes off instead. The reverse camera comes up anytime you put the car in drive. And your car continues to play many annoying pranks with you. The car is probably a flooded car. These cars are cheap at the auction so the ridiculous prices attract dealers who want to maximize their profit. Dealers don't want you to ever know they are selling a flooded car to you and you probably can't tell with your bare eyes. The simplest way to know is by doing a VIN (Vehicle Identification Number) check especially Carfax VIN check.

Some people buy cars and they spend money fixing it for more than a year without being able to drive it.



4) Unpaid import duty:

The excessive import duty in Nigeria, our porous land borders as well as high level of corruption has led to several cars being smuggled into the country. The sad news is, these cars are not seized from the dealers. But they are seized from the final buyers who are not aware the vehicles were smuggled.

5) how much they make on each car:

It is true some cars are sold at a loss especially when they have been on the ground for too long. It is also true that car dealers can make between ₦200,000 to ₦700,000 on a 2006 model Toyota car. The better they are able to execute the 4 points I listed above, the higher the profit they make. But I have observed that no matter the amount car dealers make, they will always tell buyers that they are only making ₦50,000 on the car sale. If you fall for their appeal to pity, you will end up paying more for nothing.

A Survey plan is a document that measures the boundary of a parcel of land to give an accurate measurement and description of that land. The people that handle survey issues are Surveyors and they are regulated by the office of the Surveyor-general in Lagos as it relates to survey issues in Lagos. A survey plan must contain the following information:

1. The name of the owner of the land surveyed
2. The Address or description of the land surveyed
3. The size of the land surveyed
4. The drawn out portion of the land survey and mapped out on the survey plan document
5. The beacon numbers
6. The surveyor who drew up the survey plan and the date it was drawn up
7. A stamp showing the land is either free from Government acquisition or not

EXCISION:

Land Use Decree on the 28th of March, 1978 that vested all lands in every state of the Federation under the control of the State Governors. The Land Use Act coupled with other laws made it possible for the Governor who was now the owner of all lands in the state to actually have the power to Acquire more lands compulsorily for its own public purpose to provide amenities for the greater good of the citizens.

Fortunately, the government recognizes that indigenes of different sections of the country have a right to existence . . . a right to the land of their birth. Hence, it is customary for state government to cede a portion of land to the original owners (natives) of each area.

An Excision means basically taking a part from a whole and that part that has been excised, will be recorded and documented in the official government gazette of that state. In other words, not having an excision means the land could be seized by the Government anytime without compensating you even if you bought it “Legitimately” from the Baal or the Original dwellers on the land.

DEED OF ASSIGNMENT:

A Deed of Assignment is an Agreement between the Seller of a Land or Property and a Buyer of that Land or property showing evidence that the Seller has transferred all his rights, his title, his interest and ownership of that land to the Seller that has just bought land.

The Deed of Assignment has been exchanged between both parties, it has to be recorded in the land registry to show legal proof that the land has exchanged hands and the public should be aware of the transaction. Such recorded Deed of Assignment come in the form of either a Governor’s Consent or Registered Conveyance.

GAZETTE:

A Gazette is an Official record book where all special government details are spelt out, detailed and recorded
A gazette will show the communities or villages that have been granted excision and the number of acres or hectares of land that the government has given to them. It is within those excised acres or hectares that the traditional family is entitled to sell its lands to the public and not anything outside those hectares of land given or excised to them.

A Gazette is a very powerful instrument the community owns and can replace a Certificate of Occupancy to grant title to the Villagers. A community owning a gazette can only sell lands to an individual within those lands that have been excised to them and the community or family head of that land has the right to sign your documents for you if you purchase lands within those excised acres or hectares of land.

If the government based on some reasons best known to them decides to revoke or acquire your land, you will be entitled to compensation as long as it’s within the Excised lands given to that community.ad land to buy.

The best way to know whether a land is under acquisition or has an excision that has been covered by a Gazette is to get a surveyor to chart the site and take it to the surveyor general’s office to do a land information to confirm whether it falls within the gazette and spell out which particular location it can be found.

CERTIFICATE OF OCCUPANCY:

A Certificate of Occupancy (C of O) issued by the Lagos State Government officially leases Lagos land to you, the applicant, for 99 yrs. As already indicated above, all lands belong to the Government.
A C of O, however, is the officially recognized Document for demonstrating Right to a Land.
What happens after 99 years? That question is still subject to debate among experts. Most have adopted a wait-and-see attitude. Others postulate that as the new owner of the land, you the buyer can renew the certificate of occupancy when it expires. That makes sense, but for now is largely a case of “We shall see when we get there”

UNDERSTANDING LAND SIZES AND MEASUREMENT:

Most people who purchase land in Lagos and elsewhere don't really understand the meaning of these Real Estate terms. As a potential buyer wishing to buy a land or build a new house you must be conversant with a few of these figures. The first hurdle is to understand the system of Land measurement in Nigeria.
In Nigeria today, Land is measured in Hectares, Acres, Meters and Feet. These measurements are affected by factors, which include development pattern, human and environmental factors.
Let's start by asking what is the size of a standard plot in Nigeria?
According to the dictionary meaning of a plot: A plot is a marked out piece of Land for the purpose of building or farming. The word 'plot' is an arbitrary term used to describe a land division carved out for property development.
The size of a plot can vary for different reasons but according to Nigeria's land division, the appropriate plot for a house construction is 50 x 100ft which can accommodate a standard house with a small compound. To better understand land divisions used in Nigeria, different units of area are used as follows:

HECTARE:

A hectare is one of the least known metric units and one which potential buyers and Estate developers seem to struggle with -

It is a land measuring:
-100m x 100m OR
-328ft x 328ft OR
-10,000 sqm OR
-Two and half acres OR
-15 plots.

ACRE:

An Acre is a standard unit of measurement used by Land sellers and it is almost equivalent to the size of a standard football field. An Acre is a product of any rectangular plot of land giving a total of:

- 4,046sqm OR
- 43,560 sq ft OR
- 6 plots (each measuring 60ft x 120ft)

PLOT:

In Lagos State, the standard size of a plot is 60ft x 120ft (18m x 36m i.e. 648 sqm), while in some other cities of the country, plots are measured in 50ft x 100ft.
